2 cups water
1 cup each: finely chopped onion, carrots, celery
2 leeks (white parts only), thinly sliced
1 pound cod or halibut, cubed (1-inch)
1 cup 2% reduced-fat milk
1⁄4–1⁄2 teaspoon ground mace
Salt and white pepper, to taste
1⁄4 cup thinly sliced green onions
